Every industrial enquiry on this belt reduces, eventually, to one question: is the land permitted for the use you intend?
What CLU is
Land carries a designated use. Change of land use is the permission that converts agricultural land to industrial or commercial use, and without it a structure on that land is not regularisable by paying a fee later. It is the difference between a shed you can occupy and a shed you can be told to vacate.
Why it governs this belt
Baddi–Nalagarh grew quickly, and it grew across land that was agricultural. That history is still in the records. Two adjacent plots can differ entirely — one converted a decade ago, one never converted, both with sheds on them, both offered at similar rates.
The one without CLU is not cheaper. It is a different asset with a risk attached, and the risk sits with whoever occupies it.
How long it takes
Months, and it is not a formality. The application is assessed against zoning, approach, the effluent position and surrounding use. Applications are refused.
Do not sign a lease conditional on a CLU that has not been applied for. We have seen a tenant pay rent for a year on a shed, waiting for a permission that was never going to arrive.
Check before you commit
- Does the CLU exist, and is it in the current owner's name?
- Does it cover the use you intend? A CLU for warehousing is not a CLU for a manufacturing process with effluent.
- Does the sanctioned plan match the built structure? Covered area added after sanction is common, and it becomes the tenant's problem at renewal.
- What is the pollution board classification for your process, and does the location support it?
What the belt is doing
Demand is steady from pharma ancillaries and third-party logistics, and the enquiries we take are more often for compliant, ready-to-occupy space than for cheap area. The premium for a clean file has widened, which is the market pricing exactly the risk above.
What we do
We do not put an industrial property on the board without stating its approval position, and we read the CLU rather than accepting a summary of it. On this belt that single check is most of the advisory value.
